Using a Bartol Mag Probe when testing any coil in a relay a voltage current and continuity must be present in order to generate A magnetic field. If if either current, voltage or continuity is missing, a magnetic field will not be present. If a voltage is is present but the coil is open no magnetic Field Will be generated, testing for an open or burned relay contact maybe accomplished my observing the magnetic field generated by the coil, if all three conditions, voltage, current and continuity are present at the coil a magnetic field can be observed inside the coil.
The output relay contacts should open and close each time the magnetic field is generated by activating the coil as it is switched on and off. If the contacts don’t turn on and off then they are either welded shut or open.
